CICPA held the fourth CPA forum on Aug 13, 2010 with the theme of “expanding new services for CPA, serving the transformation of economic development mode.” CICPA regards “expanding new services” as the breakthrough of the profession’s serving economic and social development, promoting transformation of economic development mode and accomplishing leap-forward development. It has taken a series of effective measures towards that. This forum is a demonstration of the achievements of “expanding new services” and part of CICPA’s measures to expand new service areas.
Mr. Wang Jun, Vice Finance Minister, together with Mr. Liu Zhongli, President of CICPA, Mr. Guo Jianxin, Deputy Secretary General of the State-owned Assets Supervision and Administration Commission of the State Council, and Mr. Wang Guoliang, Controller of China National Petroleum Corporation, attended the forum and made keynote speeches. This forum has also set up three special sessions, namely “government management reform and accounting service”, “regional economic development and accounting service”, and “enterprises’ going global, industry transformation and upgrading as well as accounting service”, where representatives from relevant Ministries and Commissions, local government, business circles, theoretical circles and practice circles delivered speeches, and conducted Q & A interaction with the audience.
Dr. Chen Yugui, Secretary General of CICPA, presided over the forum. He said that it is the practice of Chinese accountancy profession to expand new services, through which the profession responds to the nation’s call, devotes itself to serving Chinese economic development mode transformation, and being brave to undertake social responsibilities. It is a significant innovation in the development pattern, development route, business model and organizational structure of accounting firms, which needs consistent efforts by the whole profession. However, the new services cannot go beyond the Chinese economic environment, neither shall we aimlessly wait for the market to send opportunities for conducting new services to us, which come from interaction between the profession and the market. Dr. Chen emphasized that it relies on talents to expand new services, especially comprehensive talents. The profession shall make new position on the purpose, concept and methods of talent training.
During the forum, CICPA, together with Beijing, Guangxi and Jiangsu Institutes of CPAs, signed “Framework Agreement on Cooperating to Establish An Accounting Service Demonstrative Base in Beijing Financial Street,” “Framework Agreement on Cooperating to Establish An Accounting Service Export Demonstrative Base Aiming at China-ASEAN Free Trade Area” and “Framework Agreement on Cooperating to Establish An Accounting Service Outsourcing Base in Suzhou Industrial Park” respectively with corresponding local governments, making special promotion and giving follow-up guidance, so as to build demonstrative bases for expanding new services for accountancy profession.
