专题论坛演讲嘉宾简介——普华永道中天会计师事务所合伙人吴卫军

吴卫军，中国注册会计师协会会员、英国特许公认会计师公会会员、美国注册会计师协会会员。现任普华永道北京主管合伙人、普华永道中国公共政策与监管事务主管合伙人以及普华永道中国金融服务业市场主管合伙人，负责向中国的银行和资本市场企业提供服务审计和咨询服务。

在2003年调到北京之前，在上海、纽约、悉尼和香港的普华永道工作；2003年，参与领导普华永道团队为中国的金融机构设计了《银行改革路线图》，致力加速推动中国金融行业的体制改革；2003年至2006年，参与领导普华永道服务中国银行股份有限公司的财务重组、改制、引进战略投资者和上市审计项目；2008年至2009年，借调至英国金融监管局工作，参与了银行体系危机原因、业务模式演变及监管改进方案建议的调研和国际协调工作。2009年12月，出版了专著《走在会计发展和银行改革的前沿》。

David Wu

Member of Association of Chartered Certified Accountants (ACCA)、Member of Hong Kong Institute of Certified Public Accountants (HKICPA)、Member of the Chinese Institute of Certified Public Accountants (CICPA)、Member of the American Institute of Certified Public Accountants (AICPA). David Wu is a member of the Managing Board of PwC China and Hong Kong, the Managing Partner of PwC China Beijing Office, and also the Financial Services Domestic Market Leader and Public Policy and Regulatory Affairs Leader of PricewaterhouseCoopers China. His specialisation focus on providing assurance and advisory services to banking and capital market clients in China.

David was one of the lead partners in PwC who developed and rolled out the reform roadmap for China’s state-owned banks in 2003, helping to set directions and accelerate the pace of reform of China’s financial institutions.

During 2003 to 2006, David was one of the lead partners on the engagement to assist Bank of China in its reform including financial restructuring, setup of joint stock company, introduction of strategic investors, and audit and listing in Hong Kong and Shanghai Stock Exchanges. In 2011, David led the audit for Postal Savings Bank of China and helped it complete its corporatization reform.

From 2008 to 2009, David was seconded to the Director’s Office of Banking Sector, UK Financial Services Authority in London responsible for the analysis of causes of the global banking crisis, changes in bank’s business models, fair value accounting and pro-cyclicality and international regulatory cooperation.

In December 2009, David published his book Walking in the Forefront of Accounting and Banking Reform.
